M is in Sienna because Bond is in Sienna, I have a feeling that once they figured out where White was (which we'll have to work out how long it took to track his ass down once I talk to SJ, so that's forthcoming) they took their top agents to Sienna so that when Bond fetched White like the good doggie he is, they could have their best people on it.
Day 2:
It's raining in the hotel scene, coats are sort of a given.
